The Smithfield City Council seems to have a fairly routine meeting scheduled for Wednesday evening. They plan to consider: setting the fee schedule for 2012, adopting 2012 city council meeting rules of conduct, signing an agreement over the northern canal, approving Smithfield Implement’s request to put signs on the grass in front of the store. SMITHFIELD — First Lt. Earl Simmons presented the City Council on Wednesday with a proposal to participate in a Community Covenant program. The program is set up to help the community show support for military families. Last week in a meeting that stretched on for over four hours the Smithfield City Council listened for nearly two and a half of those hours to residents voice concerns over a proposed 19.6% increase in property tax; before vowing to go back and see if there were places that they could make any deeper cuts. In a night where there was great respect expressed for the members of the Smithfield Mayor and City Council Members, a civilized and impassioned plea from residents sent a message to the council that now is not the time for a proposed 19.6% property tax increase. A 90-unit apartment complex is one step closer to construction in Smithfield. Last night the Smithfield City Council voted to rezone the property behind Lee’s Marketplace to multi-family residential. The Board of Adjustment was disbanded Wednesday evening by the Smithfield City Council. In it’s place are the Appeal Authorities — an individual, board and council designated to appeal city decisions. Who can appeal a decision by the city? The consensus of the city council and those attending last Wednesday’s council meeting was that only a third party, independent of the city, could fairly listen to appeals over city decisions. The council is considering doing away with the Board of Adjustment and replacing it with an Appeal Authority Officer. This officer would act kind of like a judge over land use disputes when a resident wants to appeal a decision made by a city staffer or committee. (Continued…)

It’s now against the law to push snow into the street. SMITHFIELD—Wednesday’s Planning Commission meeting went to the dogs, literally. Emilia Mendoza requested a conditional use permit for a kennel for her five dogs.
